SCAP (Competitive Agriculture Project) is a transformative digital platform developed to centralize agricultural resource access, streamline grant distribution, and empower thousands of farmers and government administrators across Serbia. With a special focus on underserved groups, the platform modernizes legacy infrastructure, reduces administrative overhead, and introduces AI-driven tools to scale agricultural impact nationwide.
Challenge, approach, and impact
Data Fragmentation
Siloed databases and manual workflows made it difficult for over 10,000 farmers to access grants, competitions, and essential documents efficiently.
Legacy Infrastructure
Outdated government systems led to significant delays in public call processing and reporting, undermining the agility and competitiveness of Serbia’s agricultural sector.
Scalability Gaps
Existing platforms lacked the capability to support multilingual content, handle large-scale analytics, or manage secure file storage, limiting system growth.
Inequitable Access
Offline and paper-based processes excluded vulnerable groups—especially those in rural areas—from accessing critical agricultural funding and opportunities.
Search Limitations
The lack of a unified, real-time search engine made it difficult to locate relevant data, documents, and public calls across the platform.
Multi-Tenant Cloud Platform
Developed a unified web platform with separate, role-based interfaces for farmers (React.js) and administrators (Vue.js), ensuring secure and scalable access.
Multi-Layered Data Architecture
Implemented MySQL clustering for transactional data, Redis caching for performance, and AWS S3 for secure, scalable file storage.
Advanced Search Engine
Integrated the ELK Stack (Elasticsearch, Logstash, Kibana) within Kubernetes to provide real-time, intelligent search and filtering across all datasets.
AI-Powered Automation
Deployed NLP-driven translation services to support Serbian, English, and Hungarian, and automated notifications via Twilio for improved communication.
Analytics and Dashboards
Set up Google Analytics 4 and custom dashboards to track engagement, resource usage, and regional impact-supporting data-driven decision-making.
